Lokum uses a few simple ingredients: sugar, water, starch, and a small amount of citric acid, with flavorings such as rosewater, citrus, or nuts. Sugar and water are cooked into a syrup, combined with a starch paste to form a soft gel, flavored, poured into trays to cool, then cut into cubes and dusted with starch or powdered sugar.
